DISABILITY EMPLOYMENT ADVISORY COMMITTEE

1       Purpose of the Publication Scheme

Welcome to the Disability Employment Advisory Committee’s Publication Scheme as required under the Freedom of Information Act 2000, Section 19.  The Freedom of Information Act 2000 gives a general right of access to all types of information held by public bodies.  This act requires public bodies to:

  1. Adopt and maintain a publication scheme which relates to the publication of all information by the body;
  2. Publish information in accordance with its publication scheme;
  3. From time to time review its publication scheme.

This scheme must:

  1. Specify classes of information which the body publishes or intends to publish;
  2. Specify the manner in which information of each class is, or is intended to be, published; and
  3. Specify whether material is, or is intended to be, available to the public free of charge or on payment.

2      About the Disability Employment Advisory Committee

The Disability Employment Advisory Committee (DEAC) was established in 2002 by DWP Ministers to help the Department to deliver its remit on improving the employment opportunities of disabled people and in particular the delivery of DWP’s specific Public Service Agreement target to “significantly improve the employment rate of disabled people”.

It is a Committee made up of 14 members (12 members up to January 2006) and a Chair. 

DEAC’s vision for society is one in which disabled people can fulfil their potential and aspirations to access, carry out and retain work.

We feel it is important that there is a mixture of people on the Committee.  This helps to ensure it gives advice that takes into account the many different ways that different people look at things and the experiences that they have had.

DEAC works with Ministers and officials looking at how disabled people can be supported to find and keep work.  The Committee considers ideas and suggestions to help overcome the barriers to work disabled people face

The Committee is keen to build contacts outside the Department, and to obtain information about barriers to employment and ways to tackle them.  However, because DEAC has been set up specifically to advise Ministers and officials “in-confidence”, it cannot always share its work widely.

3       How DEAC Meets its Obligations Under the Freedom of Information Act 2000

4     Classification of Information

The classes of information included in DEAC’s Publication Scheme have been identified as information and presentation products that have been agreed by the Committee as suitable for external publication.  These classes match the information that appears on DEAC’s website.  This approach aims to achieve consistency between the scheme and website to help people with access to the Internet easily find the pages they want to see.  Most of the information listed in the scheme can be accessed through the website.  However, the information can be provided in a range of alternative formats, for example, paper copy, large print, Braille and audio if necessary.

5     Crown Copyright and Charges

The information DEAC produces is subject to Crown Copyright, which is administered by Her Majesty’s Stationery Office (HMSO).  The information listed in DEAC’s Publication Scheme has been waived which means you can reproduce it without charge.

Categories of information for which copyright has been waived may include documents featured on the official website (except where expressly indicated otherwise).  For other types of information, the supply of documents under Freedom of Information does not give the person or organisation receiving them an automatic right to use the documents in a way that infringes copyright, for example, by making multiple copies, publishing and, issuing copies to the public.  If you think there is a risk that copyright could be infringed, you may need to approach the copyright owner if Crown Copyright does not cover a document you wish to use.

6       Complaints Procedure

The Freedom of Information Act 2000 required public bodies not only to maintain a publication scheme, but also from time to time to review the scheme.  As part of this process we would be glad to receive an comments from users on their experiences in obtaining information from the scheme.  Comments or suggestions for particular classes of information to which we might in future commit to publishing under the scheme would also be welcome.    Comments or complaints should be addressed to the person responsible for maintaining the Publications Scheme:

An independent Department for Work and Pensions official, who has not been involved with the request for information, will be asked to carry out an internal review.  You will be informed of the outcome of the review in due course, usually within 20 working days.

7       Languages and alternative formats

DEAC is bound by the DWP Welsh Language Scheme and as such will ensure that any relevant published, printed and electronic material is made available in Welsh.

Requests for publications in other languages are welcomed.

Information can also be provided in a range of formats.  For example, paper copy, large print, Braille and audio, on request.

8      Responsibility for the DEAC Publication Scheme

Overall responsibility for DEAC’s Publication Scheme lies with Arthur Blacklock, DEAC Secretary.

We want our Publication Scheme to meet your needs.

DEAC welcomes suggestions for additional classes of information and how the scheme might be made easier to access.  We also welcome your suggestions and comments on any other aspect of the scheme and on the publications listed in the scheme.  Please send these to the DEAC Secretariat.

11     Classes of Information

Class of Information Description

Annual Reports

Scope:  Annual report includes information about DEAC’s areas of work and membership.  We will make it available on website and in hard copy format as soon as it is available.  This information will be available during the life of the Committee.

Cost:  Free of charge

Consultation Documents

Scope:  When DEAC carries out public consultations by writing to specific organisations on our contacts list, we will make information available on the DEAC website as soon as possible, and will be available during the consultation period only.

Membership recruitment advertisements

Scope:  All recruitment advertisements published in the media, will be made available on the website during the recruitment exercise only.

Cost:  Free of charge

Meetings

Scope:  A summary of DEAC’s meeting will be available on the website as soon as they are available.  These will be held during the life of the Committee.

Due to the confidential nature of DEAC’s work, summaries of meetings rather than full texts are provided.

Press Releases

Scope:  All of DEAC’s press releases will be made available on the DEAC website, and will be held on record during the life of the Committee.

Research

Scope:  DEAC uses research documents made available by the Dept for Work and Pensions. They can be found on the DWP website.

Publicity Leaflets

Scope:  These hold information about the work of DEAC.  They can be requested from the Secretariat at any time.

Cost:  Free of charge

Register of Interests

Scope:  This is a register of members’ interests, which depending on the subject matter could be classed as a conflict of interest.  This will be open to the public on request form the Secretariat.
